Khoryev regards Petersburg, a collection of essays by Jarosław Iwaszkiewicz, published in 1976, as a windup of the writer’s complex ties with Russian culture and literature, which he was widely known to have loved and known in depth. It is a book where, through the legendary city on the river Neva, Iwaszkiewicz takes a look at a number of essential issues of Russian history and its ties with the history of Poland and the Polish people. Iwaszkiewicz avoids unequivocal judgments, noticing (...) the antinomian nature of St. Petersburg, seen as a being full of contrast but at the same time the center of revolutions and despotism, a manifestation of imperial power and the highest achievements of sophisticated art. These contrasts reveal, in Khoryev’s opinion, the multi-faceted and fullest picture of St. Petersburg and its individuality: so mysterious, overpowering and unique. (shrink)

This article explores contemporary approaches to the understanding and interpretation of the formation of inclusive society. The focus is on the investigation of the everyday experiences of individuals who face various limitations in their living conditions such as limited opportunities, special needs, and disabilities. The paper highlights the importance of considering the unique aspects of subjective time when systematically analyzing the functional characteristics and existential mechanisms of an inclusive society, which constitutes the living environment for people with disabilities. It points (...) out that the temporal intentionality of a mentally challenged individual manifests in a unique form of ordering, synchronization, and existence within various phenomena and events within the individual's mental imagery and inner experiences. The authors emphasize the necessity to differentiate two primary stages in an individual's perception and understanding of their actual existence—the evaluation stage and the stage of identifying prospects. The study shows how intentional temporality inherently transforms into individual time, revealing the peculiarities of internal experiences and the unique aspects of an individual's mental imagery. These are integral steps in the formation of a system of social events that are marked within the individual consciousness. The novelty of this study lies in the examination of intentionality within the framework of a disabled person's subjective time, a characteristic that is fundamentally individual yet resonates with the collective daily consciousness of disabled individuals within an inclusive micro-society. The article shows that Borisov’s direct solution to the problem of skepticism about meaning using a special type of introspection is associated with the assumption of the agent’s direct access to their own consciousness. This assumption has two complicating consequences: the analogy with Moore’s paradox and the Platonic concept of meaning. It is also shown that direct access to meaning as a way of Borisov’s direct solution of the skeptical paradox significantly uses the performativity of the speech act, narrowing the (...) scope of analysis of the original problem. The little-studied problem of distinction in the analysis of the skeptical paradox of meaningful and formalized mathematics is noted. (shrink)

The article examines a number of issues related to the specifics of information dissemination under the conditions of communicative practice of both an individual level and the functioning of mass media. The main attention is paid to the issue of the deliberate spread of disinformation. In this context, the phenomenon of "hybrid war" and the place of the information component in it, the issue of using narratives as an effective means of mass information damage, and the specifics of the process (...) of "devaluation of the word". The need to develop mechanisms to counteract the phenomena of "abuse of freedom of speech" and "simulative democracy" to ensure the survival and sustainable development of democratic societies is substantiated. In this paper, we addressed the problem of choosing a nuclear fuel cycle. Ethical problems related to the choice of a nuclear fuel cycle, such as the depletion of natural uranium reserves, the accumulation of nuclear waste, and the connection with the problems of nonidentity and distributive justice are considered. We examined cultural differences in attitudes toward nuclear safety and the associated ambiguities in the choice of a nuclear fuel cycle. We suggested that the reduction in consumption of natural uranium (...) does not seem to be a feasible way of reducing nuclear waste because of the nonidentity problem. (shrink)

The contribution offers an interpretation of the last phase of Nietzsche’s production, based on the influence of some economic concepts. In 1887, Nietzsche encountered the work of the proto-marginalist economist Emmanuel Herrmann and his book “Cultur und Natur: Studien im Gebiete der Wirthschaft”. At the time, Nietzsche was working on the attempt – later abandoned – to offer a comprehensive interpretation of Western metaphysics and history. aimed at a “transvaluation of all values” and based on the idea of will to (...) power. Herrmann’s economic theory played a significant role in this project, offering a model capable of articulating all social and natural processes – and particularly life – in terms of purely immanent relations. By linking the ideas of transvaluation and will-to-power to the logic of capitalistic accumulation and of market society, we can gain an understanding of the influence of economical concepts on Nietzsche’s project, which should in turn allow a better evaluation of its historical relevance. The paper focuses on the review of current literature on formal philosophy. Special attention is paid to the review of the book «Introduction to Formal Philosophy» [Hansson, Hendricks, 2018]. The book is a consistent introduction to the problems of formal philosophy, a research tradition that relies on the precise mathematical tools in order to study traditional philosophical problems. The methods of formal philosophy are successfully applied not only to the problems of ontology, epistemology and philosophy of language but also relevant (...) for the problems of ethics, axiology and social philosophy. The book demonstrates that it is not correct to identify formal philosophy with another area of study – philosophical logic, since formal philosophy uses not only logical methods of analysis, but also uses the tools of game theory, decision theory, probability theory, Bayesian statistics, and other theories. Although the book has a propaedeutic character, it also contains some open problems. These problems include the aggregation of the opinions of the group under the condition of a conflicting base of premises in the theory of public choice, there are still open problems in the interpretation of Arrow’s impossibility theorem and others. Certainly, formalization in itself is not a general solution to the particular philosophical problem, but only a tool that allows to formulate a problem in a more rigorous and precise way, which sometimes allows to reveal some unexpected consequences, some implicit contradictions and new solutions. Despite the importance of the concept of coherence in ethics, decision theory, philosophy of law, Bayesian epistemology, philosophy of science, the existing formalizations of the concept of coherence are highly specialized for epistemology, researchers recognize the lack of the relevant explanatory models. Overall, the book is an excellent introduction in to the field of formal philosophy, which provides a general overview of different aspects of formal philosophy and the opportunity to study particular research topics by means of an extensive bibliography accompanying each of the chapters. B a c k g r o u n d. The article examines the appearance, essence and formation of the concept of "echo chamber" in the field of philosophy. The main interpretations and practical aspects of the application of this concept by representatives of the philosophical community are considered. Considering the lack of an established version of the concept of "echo chamber", an attempt was made to define its meaning by analogy with the already established interpretation of a physical analogue, (...) namely, a resonator. The appropriateness of such an analogy is justified. The specifics of the operation of echo chambers are considered by analogy with the operation of the resonator and its associated phenomena. The phenomenon of "intellectual inbreeding" ("geistiger Inzucht") described by H. Franke is considered. M e t h o d s. The theoretical and methodological foundations of the research are based on the principles of scientific objectivity, impartiality and systematicity. During the research, general scientific, philosophical, and special methods of studying social and political phenomena were used, including general methods of analysis, synthesis, and comparative methods. R e s u l t s. The author's understanding of the meaning of the concept of "echo chamber" and the prerequisites for its stability, which are determined by the properties of human consciousness, namely: "comfort zone", "clipping of thinking" and the principle of "own-foreign" are offered. The appropriateness of consideration and the main properties of the echo chamber as a technology of effective communication influence are substantiated. Among the methods of destroying echo chambers, the development of critical thinking skills and digital literacy, compliance with the principles of diversification of information sources and "range of reasonable alternatives", the occurrence of cognitive dissonance, as well as the phenomenon of emotional resonance are considered. C o n c l u s i o n s. Echo chambers pose a significant threat both to the harmonious development of the human personality and to the stable existence of civilized societies. Methods of countering echo chambers require further development and dissemination in society. (shrink)

In The Sources of Normativity Korsgaard introduces her conception of practical identities understood as the source of moral obligations. This conception forms a point of transition from Korsgaard’s theory of action to her solution to the problem of the authority of moral norms. In order to describe how universal categorical reasoning is compatible with the moral content of particular practical decisions, Korsgaard needs to show how our contingent practical identities can be reconciled with what she defines as the universally shared (...) identity that expresses our humanity. To make this reconciliation work, she devises an argument for the public shareability of reasons amended by her reinterpretation of the Kantian as if principle. I suggest that, in doing so, Korsgaard steps too far away from Kant’s architectonic approach to the question of why moral norms bind us, and that, consequently, the Korsgaardian reconciliation between the two kinds of identities, as it stands, cannot be accomplished. In spite of all the industrious efforts Peirce scholars have made so far, Peirce’s biography still retains a number of gaps, among which the problem of identity of Peirce’s second wife, Juliette Froissy, stands out most significantly. It is all the more important that, as some scholars suggest, the discovery of any reliable facts about Juliette could provide an explanation to some of the decisions Peirce had made, which irrevocably changed the course of his life, as well as his semiotic (...) theory. By courtesy of Professor Dr. Nathan Houser and the Peirce Edition Project, the writer of the present paper was granted access to the archive materials containing the Max H. Fisch — Maurice Auger correspondence and Victor Lenzen’s notes on Juliette. The paper aims at arranging the dispersed data obtained from these and other sources into a set of several distinct versions, which curiously refer to each other and collectively impose a certain order on some major abductions concerning Juliette’s identity. The conception of two kinds of practical identities, which Korsgaard introduces in the Sources of Normativity, helps her explain how universal categorical reasoning is compatible with the moral content of individual practical decisions. Based on this conception, she devises an interpretation of the Kantian as if principle amended by her argument for the public shareability of reasons. I suggest that, in doing so, Korsgaard steps too far away from Kant’s architectonic approach to the question of why moral norms bind us, (...) and that, as a result, the Korsgaardian explanation, as it stands, cannot be accomplished. During its hundred-year history, Ludwig Wittgenstein’s Tractatus Logico-Philosophicus has undergone a variety of interpretations and explanations. But the significance of this work cannot be limited to an assessment of whether it had an impact on the development of logical positivism or not. Similarly, the reading of Tractatus cannot be reduced to just an ethical or some other readings. This article proposes to study a possible reading of “Tractatus” in terms of legal philosophy, which is based on the relation between facts, (...) values and norms, as well as on how interesting it could be (or would be) for legal philosophy. The article presents an analysis of K.A. Rodin’s argument that after publishing of Peter Winch’s book “The Idea of Social Science” (1958) the discussions of rule-following problem concerning to social epistemology and the methodology of social studies have not had tangible results. It is shown by the example of modern legal studies that this conclusion is not valid. On the contrary, Wittgenstein’s problem of rule-following and the very idea of rule-shaped activity have proved to have a great importance for an (...) analytical legal philosophy and turned into an independent subject of study. This paper seeks to examine the roles and identities of engineers constituting one of the fundamental, but a completely indescribable community in modern big science with particle accelerators. Large communities of accelerator and detector specialists, which replaced experimenters and instrumentalists of the middle of the last century, themselves exhibit a complex structure and are divided. However, this division is in turn grounded on the division of those whose activities focus on the phenomena of nature considered independent of human beings and (...) those who design processes and phenomena of an artificial, technical nature. Nevertheless, in terms of their modus operandi and identity, the kinship between engineers and experimental scientists is considerable. I argue that such exclusion of the engineering community from epistemic practices can serve as an example of participatory injustice. As one of the ways to transcend participatory injustice, I suggest that the communities should be encouraged to work together in epistemically tantamount roles while structural hindrances to the mobility between communities need to be alleviated. The review introduces the main topics of the reports of the seminar participants of the Kant Society in Ukraine, held at the National University “Kyiv-Mohyla Academy” in December 2019. The speakers focused on the interpretation of I. Kant’s note on the “great light” in various historical and systematic contexts: from the evolution of the doctrine of space through the problem of metaphysical cognition and the new theory of judgment down to the concepts of normativity and conceptuality of human cognition.

This article argues that Jeremy Bentham put forward a distinctive and original theory of representative democracy which can be helpfully analysed through his concept of the ‘deputy’. A deputy, Bentham argued, evoked a specific political relationship between governors and the governed – a relationship that was functionally different to that between the people and a ‘representative’ or a ‘delegate’. Whereas a representative was suggestive of too great a degree of governmental independence from the people and a delegate implied an excessive (...) dependency of governors upon the governed, a deputy for Bentham best described the relationship between the rulers and the ruled that should subsist in a representative democracy. A political form based on deputies, who were to be relatively free to conduct the business of government yet simultaneously accountable to their sovereign electors, was the only way in his eyes to guarantee the promotion of utility in politics and the security of the people from being misruled. Jeremy Bentham is usually seen as an anti-realist political thinker, or a proponent of what Bernard Williams has termed ‘political moralism’. This article questions that prevalent view and suggests instead that there are good grounds for considering Bentham a political realist. Bentham’s political thought has considerable commonalities with that of the sociologist and political realist Max Weber: both agree that politics is a unique domain of human activity defined by its association with power; that consequently, ethical conduct is unavoidably inflected (...) by power in politics; that a commitment to truth in politics can only ever be contingent; and that politics has a set of basic conditions that it would be not only misguided but dangerous to attempt to transcend. Whilst it is often held that Bentham advanced a reductive framework for understanding politics, in fact, his utilitarianism was a far more realistic approach to political ends and means than has generally been acknowledged, and one that contemporary political theory realists would benefit from taking seriously. This book is about the relationship between necessary reasoning and visual experience in Charles S. Peirce’s mathematical philosophy. It presents mathematics as a science that presupposes a special imaginative connection between our responsiveness to reasons and our most fundamental perceptual intuitions about space and time. Central to this view on the nature of mathematics is Peirce’s idea of diagrammatic reasoning. In practicing this kind of reasoning, one treats diagrams not simply as external auxiliary tools, but rather as immediate visualizations of (...) the very process of the reasoning itself. Thus conceived, one's capacity to diagram their thought reveals a set of characteristics common to ordinary language, visual perception, and necessary mathematical reasoning. The book offers an original synthetic approach that allows tracing the roots of Peirce’s conception of a diagram in certain patterns of interrelation between his semiotics, his pragmaticist philosophy, his logical and mathematical ideas, bits and pieces of his biography, his personal intellectual predispositions, and his scientific practice as an applied mathematician. InMind and World,John McDowell claims that we need to steer our way between bald naturalism and rampant platonism as two ways to explain our capacity to use concepts. Performing this task requires an explanation of how concepts can be both socially charged and, at the same time, genuinely involving the world as it really is. I suggest that McDowell’s explanation is insufficient and that Wilfrid Sellars’s idea of sense impressions might be used to clarify the relationship between social practices and (...) conceptual knowledge without incurring too much damage to the overall architectonics of McDowell’s theory.DansMind and World, John McDowell affirme que nous devons nous éloigner du naturalisme dépouillé et du platonisme exubérant comme étant deux manières d’expliquer notre capacité à utiliser des concepts. Pour accomplir cette tâche, il est nécessaire d’expliquer comment les concepts peuvent être à la fois chargés socialement et réellement engagés avec le monde tel qu’il est. Je suggère que l’explication de McDowell est insuffisante et que l’idée de Wilfrid Sellars des impressions sensorielles peut être utilisée pour clarifier la relation entre les pratiques sociales et la connaissance conceptuelle, et ceci sans faire encourir trop de dégâts à l’architectonique générale de la théorie de McDowell. This paper compares Charles Peirce’s and Robert Brandom’s conceptions of normative objectivity. According to Brandom, discursive norms are instituted by practical attitudes of the members of a community, and yet the objectivity of these norms is not reducible to social consensus. Peirce’s conception of normative objectivity, on the contrary, is rooted in his idea of a community of inquiry, which presupposes a consensus achievable in the long run. The central challenge in both cases is to explain how the norms that (...) all members of a community take to be correct differ from those that are correct objectively. I argue that, in meeting the challenge of reconciling the social character of knowledge and the objectivity of norms shared by a community of knowers, Brandom’s approach might benefit from the Peircean idea of the ultimate agreement. The present paper is aimed at showing some correlations between Charles Peirce’s life, his intellectual habits as a logician and mathematician, his semiotic theory and his practice as a geodesist. For this purpose, it makes use of Peirce’s ideas about the nature of visual experience, some facts of his intellectual biography, and his definitions of sign and the term “virtual.” It appears that Peirce’s mature pragmatist and semiotic ideas find some support in his early practice as a scientist and a (...) mathematician, thus providing an interesting example of the intersection of scientific practice and philosophical speculation. This article examines the internationalization of scientific and scholarly communication in the period before World War I, taking philosophy as an example. In the first part of the article, several general trends in internationalization during the nineteenth and twentieth centuries are examined. This includes the importance of international experience for Russia’s policies today towards science and education. The main part of this article is devoted to the concept of the “international argument” and provides an analysis of three types of appeal (...) to the international community: the pragmatic, the reputational, and the communicative. The increasing importance of international communication during this period is shown on the basis of examples drawn from German philosophical discussions that took place between the first third and the end of the nineteenth century. The last part of the article examines the impact on German science and philosophy of the cessation of international communication during World War I. (shrink)

D’une part, dans les environnements numériques le texte est partout : les images, les vidéos, les clics, les objets et même les actions sont en réalité des séries de caractères. D’autre part, le texte acquiert une valeur opérationnelle. Comme le montrent Souchier et Jeanneret avec la notion d’“architexte”, le texte fait des choses, il produit d’autres textes ou des actions. La thèse de cet (...) article est que ces changements en impliquent un autre: le texte devient un matériel architectural, dans le sens propre du mot – à savoir, et en dehors des métaphores, il est l’élément qui structure matériellement l’espace dans lequel nous vivons. Cette thèse est à la base de la théorie de l’éditorialisation, notion qui peut être définie comme “l’ensemble des dynamiques qui produisent l’espace numérique.”. (shrink)

The article presents a detailed consideration of the arguments from the symposium “Verifiability”, which was held on July 14, 1945 in London, proposed by Scottish philosopher and theologian Donald MacKinnon, Austrian logician and mathematician Friedrich Waismann and English logician and philosopher of science William Kneale. MacKinnon’s approach to verifiability was based on the metaphysics of fact, while Waismann and Kneale’s approach was based on the semantic specificity of empirical concepts (“open texture” and context of use) and on the truth-values of (...) empirical propositions. The symposium in question is interesting primarily because it is the last meaningful discussion on the concept of verifiability in the form in which it was understood by the Vienna Circle. Despite the fact that, in the coming years, this concept received a completely different interpretation, which stands away from the original source, the 1945 symposium could be rightfully treated as a canonical discussion on verifiability in the sense that nothing like this has ever happened in the philosophy after. The article is devoted to reviewing and analyzing the results of the All-Russian scientific and practical conference “Public administration in new realities: modern challenges and opportunities”, held in Chelyabinsk on October 26—27, 2022, and is a digest of the main events of the conference.

The article presents a careful analysis of the idea of the “open texture” of empirical concepts and the problems of verification in the way that they were formulated by Friedrich Waismann. The idea of the “open texture” means for Waismann a certain type of a linguistic indeterminacy or a sort of lack of definition, which must be distinguished from, and linked to, another types like vagueness or ambiguity. It is shown that empirical statements are not conclusively verifiable for two different (...) reasons: the incompleteness of description of the material object and the open texture of the terms involved. We cannot conclusively verify statements in which the empirical concepts are used, because we cannot define these concepts in an exhaustive way because of their open texture. Thus, the definition of the concept will be incomplete. Waismann’s approach to definition plays here a key role, and it is directly related to the open texture of concepts. The author proposes interpreting the open texture as an immanent property of the concept, as something that is embedded in it a priori, and which can cause a vagueness. Nevertheless, an open texture must be distinguished form a vagueness. This leads to the conclusion that an open texture is a possibility of vagueness; vagueness can be remedied by giving more accurate rules, open texture cannot. In this sense, the “open texture” of a language allows for a more precise definition of concepts (by adjusting the definition) if appropriate circumstances arise. This justifies the thesis that the argument of the open texture is the ontological basis of the linguistic anti-reductionism of Friedrich Waismann. (shrink)

Introduction. The article studies some aspects of the phenomenon of human individuality. Human individuality is a subject of research interest in many sciences. In the process of human development, the inner world of human individuality, unique in its multidimensionality of consequences, began to be exposed, it is a form of human subjective being, and exists and acts autonomously, while maintaining its integrity. The purpose of the study is to identify basic approaches to defining the ontological essence of a person’s individuality. (...) Research methods: historical and analytical method, conceptual and terminological analysis, analysis, synthesis, generalization, abstraction and concretization, comparison, etc. Scientific novelty of the study. The article provides a definition of the phenomenon of «human individuality» from the standpoint of different interdisciplinary directions. The authors note that individuality is not a self-contained integrity that arbitrarily constructs an external and internal manifestation, that is the subjective world of human reality, but rather resembles a space in which the finite and infinite collide, and the opacity of semantic content collide with the content which has already been manifested. Research results: The paper presents various approaches to the phenomenon of individuality from the standpoint of different worldview positions. The authors note that individuality is not a selfcontained integrity that arbitrarily constructs its external and internal manifestation - the subjective world of human reality. Conclusions. The authors note that the essence of individuality is not an alienated sign of the nature of a specific event in the history of evolution. Individuality provides a person with a high opportunity to become a thought of being. In this situation, a person, of course, feels himself an ontological unit responsible for being, realizing himself as a bearer and participant in the meanings of being In the process of understanding his individuality, a person is aware of himself as a subject of the historical process, civil history, potentially possessing all the characteristics of an individualized human race, the ways he unfolds a multidimensional individuality in a generational space - the time of eras, processes that have distinguished a person from living nature. In this paper, the author addresses the problem of socialisation of children with a history of disabilities and mental retardation by means of visual arts. It is important to look at the very sphere of life of these categories of children. As a rule, these children, for the most part, live in dysfunctional families, which makes it almost impossible to provide them with a form of socialization. This article focuses on the extent to which and how a programme of socialisation (...) of these children can be achieved through the medium of visual arts. At the moment there are works of modern pedagogues who have devoted their scientific researches to this problem, but there are few teachers-artists who deal with this problem. In this article the author devotes his creative attention to this issue and reflects on what means of fine arts and visual literacy can develop and guide in the right direction the socialization of children and young people with disabilities by means of fine arts. A number of scientific works devoted to this problem are seriously reviewed. The author is actively trying to draw the attention of the teaching community to the problem of prevailing social conditions, to reach an educational and cognitive level and, as a consequence, to a better product of the set task of socialization of children with special needs and disabilities in the learning process by means of subject disciplines: drawing, painting, composition, printmaking, etc. (shrink)

In the modern scientific literature, there are many reports about the successful application of neural network technologies for solving complex applied problems, in particular, for modeling the urban real estate market. There are neural network models that can perform mass assessment of real estate objects taking into account their construction and operational characteristics. However, these models are static because they do not take into account the changing economic situation over time. Therefore, they quickly become outdated and need frequent updates. In (...) addition, if they are designed for a specific city, they are not suitable for other cities. On the other hand, there are several dynamic models taking into account the overall state of the economy and designed to predict and study the overall price situation in real estate markets. Such dynamic models are not intended for mass real estate appraisals. The aim of this article is to develop a methodology and create a complex model that has the properties of both static and dynamic models. Moreover, our comprehensive model should be suitable for evaluating real estate in many cities at once. This aim is achieved since our model is based on a neural network trained on examples considering both construction and operational characteristics, as well as geographical and environmental characteristics, along with time-changing macroeconomic parameters that describe the economic state of a specific region, country, and the world. A set of examples for training and testing the neural network were formed on the basis of statistical data of real estate markets in a number of Russian cities for the period from 2006 to 2020. Thus, many examples included the data relating to the periods of the economic calm for Russia, along with the periods of crisis, recovery, and growth of the Russian and global economy. Due to this, the model remains relevant with the changes of the international economic situation and it takes into account the specifics of regions. The model proved to be suitable for solving the following tasks: industrial economic analysis, company strategic and operational management, analytical and consulting support of investment, and construction activities of professional market participants.
